Probably no higher than 20,000. Some sources say 18,000.
I know of at least one instance where wealthy owners of a pre-war TV upgraded at the opening of ITV. The pre-war set ( very rare Cossor 1210, in my view one of the ugliest sets ever made https://www.earlytelevision.org/cossor_1210.html ) was in a walk-in loft, the daughter of the original owner told me that the upgrade was for ITV.
