A good place to start is to check the mains plug and that you have good continuity of your mains earth. Every bit of new gear I get I start by checking the mains plug, swopping the usual 13A fuse for a 3A or 5A (if needed) and check the main fuse on said bit of kit. What fuse is fitted can tell you a lot about what sort of life it had led. Old nails and bolts and the proverbial old blown fuse wrapped in kit kat foil being a dead give away that all is not well : )
