My best guess is a ham stripped the chassis and used it to build a receiver (probably ham band). Some of 'The Radio Board' members have been known to do projects such as I'm talking about. If you have the pin outs it would not be to difficult to produce a schematic. It could be an interesting project. The big unknown is whether or not it ever worked. When trouble shooting we like to go with the idea that the circuit worked at one time and find what changed. When debugging we have to keep the idea in mind that we could find 'design flaws'.
If it was in my shop I'd check the tubes and if they are good start working from the speaker towards the antennas. If the AF works shoot a signal thru the IF etc.
Looks like it could be a fun project.
