So what was your sync speed prior to this happening?
That's an unfair trick question, because as far as we know, you still haven't figured out how to determine your sync speed now.
But it makes the point. You need to know what "normal" is, so that when a problem arises, you can trace it logically.
Think of your sync speed as a measure of the frequency response of your phone line. Think of the internet speed test as a complete test of everything, where your phone line is just one part of it. Think about a record player: the pickup cartridge, the ampilifer, and the loudspeaker will all influence the sound you hear, but a faulty wire somewhere in that chain could still cause a major fault.
Wouldn't it be great if we could eliminate your phone line from this, by seeing if your sync speed had changed? If so, we'd be able to consider whether your computer is the problem, for example. But, as you've got no data about your previous or current sync speeds, we've got nothing at all to go on.
The problem could well be external, but it could equally be your computer. Looking back at the long litany of computer problems that you suffer, I really wouldn't rule it out.
As described above, do the following:
1. Remove the lower half of the NTE5. This disconnects all of your house wiring and reveals your "test" socket.
2. Plug a microfilter into that test socket.
3. Connect your router to the microfilter using the short (~2m) cable that came with the router.
4. Power up the router and leave it along for a few minutes.
5. Get a longer Cat5 cable (or temporarily relocate the computer) so you can plug into the router. Cat5 cables can be as long as you like within the context of your property (easily 100 metres) - the signal on them is robust and designed to travel well.
6. Repeat the speed test. Let us know the results.
Doing this eliminates all of your internal wiring (which can make a massive difference*), though not your PC. It is what OpenReach would do if they turned up to investigate (but they bring their own laptop). If they got good results from this, they will tell you that it's your problem, and charge you over £100 for the visit.
I would be far happier if you could tell us sync speeds rather the results from internet speed test sites, but I have come to accept that's unlikely to happen, despite my (I hope) very clear instructions.
