What is this device please?

                        In a friends parts store.

Four wire, to18 style, gold inside and out, but other than some sort of optical device I have no idea. Marked GJA and IPL 15A0, but drew a blank on the internet.

It does look optical but heaven knows what. None of the photos gives a clear view of the logo. Nor of the innards.

Could the GJA in this optical cable be the same as in your device?

It looks like there is a maker's mark next to the 'GJA' in the photos but it's not clear enough to determine in any of the photos.

It looks Soviet to me. The markings look familiar.
