As Terry in particular has pointed out, JPG is often a poor choice for scanned text, schematics etc. I get pretty good results in Irfanview with 4 bit greyscale and GIF (or PNG). GIF and PNG are lossless so you don't get horrible artifacts around edges. 4 bit greyscale is usually much better than 1 bit as it gives smooth edges without much geater file size.
