Apart from it being a major fire hazard, I suspect its some sort of night heater - it has a timer etc. - maybe for use in an airing cupboard or some such?

Whatever, it should be sold with a disclaimer/warning!

Reminds me of a photographic paper dryer. I have a metal one in storage, you just drape the damp print over it and wullah.
