I thought this simple circuit from January 1961 Practical Wireless might be of interest. It shows a metal rectifier but these days a 1N4007 or similar silicon diode would be fine in that role.

Consequently, a H.V. d.c. supply which has a variable output, albeit over a limited range - or one with pre-set values of voltages - is required, so that capacitors of various working voltages can be reliably tested for leakage. Such a device is not difficult to design: indeed, many have been published over the years; some are available on the 'Net.
