There's a number of folks on the neonixie-l group who design and make 'scope clocks based on mainly Russian NOS tubes. Grahame Marsh is one such whose work I really like.
His latest 'scope clock is at http://www.sgitheach.org.uk/scope2.html - the way the characters are drawn is extremely retro - its the way characters were originally generated for 'scopes & radar displays before concept of pixellated cells was invented - its all entirely analogue...
