I sympathise with you but also would make the following observations.
Any EF9 is going to be over 75 years old. Its a long time for a valve to be stored; possibly in someones shed.
Even later EF39s frequently lose their red coating and continuity to pin 1, I have dozens and only 1 looks newish.
The pins on all side contact valves tarnish very easily, they were a pain even when new, hence they stopped making them.
EF9 is a scarce valve now, there will not be many available.
NOS is what it says on the tin, old, and been in stock a long time. New in this context means working as good as.
If it works, I would accept it, depending what you paid for it, I would expect to pay around £20 for a good one now.
Ask the seller if you can clean the contacts to test it, he may be a reasonable guy, I would doubt he intended to scam you.
I have dealt with loads of sellers all over the world, some good, some not so but usually they will be reasonable. I also sell all over the world, sometimes it is not easy, people can be unreasonable for a variety of reasons. But I always consider that it is how I behave as a seller which leads to a satisfactory outcome, the guys who show a bit of patience and compromise will get the best service from me.
If the seller has blown you out or the valve is duff or obviously not as it was described then you have a case, but do please consider, you want the valve, be prepared to meet the guy part way. Maybe ask him for a small refund, better to part on good terms, you may just need him again.
Nobody I know of makes a mint out of the hobby, no retailer makes a fortune selling odd valves one at a time to us hobbyists.
Sam.
