Dave, that pump looks like you could do some pretty indecent things with it No idea whether it could get the pressure low enough for ionisation effects. For the power source you might get away with one of the 5kV educational power supplies. I remember using them at school with various Crookes tubes etc. You're welcome to borrow my Unilab one.
