The "training centre" seemed to not know why, but they got around the issue by recalibrating the meter, by drawing a new scale and inserted it on top of the old scale.

I can only echo Trevor's remarks on the instructors' lack of knowledge. However their solution is both simple and pragmatic. Until they have to replace the "transformer" and find that it invalidates the fudge that they've done because it's a different frequency or DC.
