It'll be fine - they're Continental sockets which are frequently installed in wet bathrooms and all sorts of unsafe places.  Earthing is optional.  Surviving users are blessed with a charmed life.

I can't make my mind up whether I can see earth pins protruding from the unused sockets - which would make them French or Belgian or if they are the side earth contacts of the standard SHUKO socket used elsewhere.

A country related search might be helped by the out door part of the cable being red.
Where in the world are out door extension leads red?

There's another pic on Google showing a different angle which includes a car, the car's reg plate is a Euro style one, country identifier on the left hand blue bit looks like D (for Germany) 1st two letter code is ST, which so far as I can make out is Steinfurt, North-Rhine-Westphalia region.

Based on that I would say the photo was probably taken in Germany.

You are right about the car number. It can also be seen that it is left hand drive.
It looks like those flip flops did not work all that well either.

That's a really old photo...

Assuming it's not staged, what's the worst that could happen? An RCD might trip, or even a breaker if the water is impure enough. How are the people in the pool going to get a current flowing across their chest, given that the water in the pool will be at one potential? The voltage gradient will be between the metalwork in the multiway socket. There is a risk they might get a tingle as they step in or out, perhaps. I'd assume that relative to earth, the water will be at half-mains, give or take, which could be serious given that their skin will be wet. Remember Big Clive's suicide shower? That's basically the same in electrical terms.
