I am mildly curious as to your regional settings as I've not encountered the problem of "unrecognised character encoding" before.. You can email.
Perhaps KATE should be my default text editor as it was fine with your file. I was worried that making it default would mess up the "sessions", metafiles with lists of files part of one project. It doesn't.

AFAIK my W7 is set up for the UK without any customisation. Everything seems to default to normal UK usage. (Date, currency, keyboard etc) I've not (yet) had the need to tangle with UTF and other encoding. Stuff has "just worked" with few if any anomalies.

I use ConText as my text editor out of familiarity and not seeing a reason to change because it works amply well enough. It also works well on a W98 PC that lives on my bench. That PC runs special purpose hardware which needs "direct to metal" control.

The whole VirtualStore thing is to do with Windows UAC (User Access Control).

When enabled, UAC write protects the system directories so when you try to write to them, e.g. by installing a piece of software, magically the write actually occurs in a user-specific shadow area called VirtuslStore.

Thus it can be confusing if you aren't aware of it as when you look at the system directories with Explorer, the files aren't there, yet they patently are usable as other parts of windows automatically pick up VirtualStore files. This often happens with old software that creates config files in the install directories.

It's worth mentioning that many operating systems do something similar - protecting system areas from being overwritten by malicious or badly designed third party software.

When I did the original search for .DOT files I think it was before I had made hidden and OS files visible. Hence my not finding the offending file.
