Agree on the C33.  It is common though.

Guess it was to keep HT+ or anode volts off the pot terminals which maybe could be easily touched and get a shock.  Got to look after the test people

Then if C33 shorts it could be take out both pot and transformer.

A tone correction cap, such as C33, can be returned to 0V or HT with no change in performance. I don't think there are any significant implications for hum injection either way. Some manufacturers did it one way, some the other. As Gary says, returning it to HT saves the transformer if the cap fails.

I have never on quite a number of radios, passing through or that I still have, had one where the cap has gone short Trevor.

HT type shocks are particularly painful: yes been there. Hurt more that a mains jolt if I remember correctly.

The chassis from the A24C. It's complete and there's no evidence that any service work was carried out during it's lifetime.
The 4 microfarad HT reservoir capacitor is useless but the 8mfd HT smoothing capacitor might reform.
All the resistors in the capacitor block are out of tolerance.

Can't say I've ever had the cap go short either, of course that doesn't mean one never will do, more likely to short if the speaker is disconnected or goes open and the volume is high.
DC shocks are nasty but the control should have a knob on it and remember the shaft is at chassis potential so the risk is tiny.
