The more I think about this, the more I'm puzzled - why, after a clean install, are your registry setting still there - did you do an "Upgrade" from the Windows 7 installation - if so, that changes little but it does try and repair the damages SxS files.
The DISM approach is a good one too.
Did you ever mention what CPU you have in there, BTW.? Have you ever run a system audit with Speccy or similar?
