Yes, a 30x bigger HT will certainly make the original ignition coil work. I guess the Fencers must be like an electronic flash gun circuit. Unlike CDI they don't need to charge up the cap multiple times per RPM. They usually have a 6V or 9V battery pack, though newer ones have solar panels.
