There are MPUs on FPGA by FPGA design (uses a lot of area/resource, things like 8051, basic PIC etc) and secondly more expensive FPGAs that have an actual physical core as would be on the standalone mpu such as an ARM Cortex. I suspect Jeffery means the 2nd kind.
