I repaired a later product of this ilk. Two surprises: it used 741 op-amps and a few of the 741s were dead. Fortunately in sockets. A lot more electronics than that model. Sorry I don't remember the model. Later I gave the guy 2x 1960s valve tape recorders I restored and showed him how to do a longer echo using the Dub button on the recording one.
Some have adjustable erase level to vary the echo decay / number of echos.
As Mark says, sinewave & scope. You can hold up a bare head to the record head on a scope probe to see if there is a record output. Then work from a head towards the output.
