    "Not a domestic appliance?" Even an industrial thing shouldn't have live terminals accessible, they put things like this in a box.
The orange bit does indeed swing down, not the point really, terminals should not be accessible without the use of a tool.
Despite all that I am rather impressed with the very much down to a price build quality of the power supply, no missing filters for example.  OK it is thin, soft aluminium, single sided board, that has all the clearance and slots for isolation, and I doubt it would give full power (12V 40A) for very long, you never know though.
Knowing the risks involved I am happy using it as is, may add a cable clamp.  The worry is that it is sold as a "finished" unit to power a 12V compressor (for air weapons 300bar pressure!)
