Apparently, some of it is still analogue and amateurs and enthusiasts in Ukraine have been intercepting so no doubt their military are too.
I read or heard a report – I can’t remember which now – from a reputable source that the reason the cell-phone system is still working in Ukraine is that the Russians use the system. I find this astonishing as I would have thought that destroying such infrastructure would have been first on the list for an invading army.
