Building to Passivhaus standards is now only about 5% more expensive than doing a 3rd rate job. Our building regs have been held back by knuckle dragging housebuilders who understand all too well that it's not them who pay the heating bill.

Refurbishment to that sort of standard is expensive. There is no easy solution to the huge number of grossly inefficient properties.
