The core will saturate badly at 12.5Hz. As I've said before, to get 50Vp-p (approx 18V RMS) at 12.5Hz you need a nominal secondary voltage of at least 72V on a nominal 50Hz tansformer. That's before even thinking about the DC.
Going for a higher VA rating doesn't help.
