As others have suggested, this is a job for software. Since it only needs ordinary crystal accuracy, not GPS or NTP, any microcontroller (Arduino etc) will be able to do it. But if you've never done any programming before then it can feel like a big hill to climb. Many of us think in terms of hardware (I certainly do, even if it's often in programmable logic chips) so can be a bit allergic to software.
If you want GPS accuracy then the 1s pulse from a GPS receiver can feed the counters etc (whether in hardware or software) to do the job.
