32 lines have to be approached differently than a high definition system. I'm no expert but Panrock has experience.
Also the NBTV forums are very helpful. You are correct for the low frequencies here the transformers will need a lot of iron or you could land up with non linearity.
You might get away with some DC bias on the coils to move the beam across the CRT to position the scan correctly, but that's just musing in my head.
