That is how I test them, never had a failure yet, I am not and advocate of changing all the waxies, I prefer to diagnose a set and change the components needed.
The use of an analogue meter gives a good indication. If the drop is minimal I would say it was personal preference to change the cap.
Me I personally don't change them all, except them really bad hunts ones, but not if they are not taking the HT.
I prefer to run the set and see.
Obviously if the smoothers are bursting a gut an humming they get changed, but not every waxy.
another good test is to measure the resistance of good caps at 0.1, 0.01 etc and check the results against the ones in the set you are working on which will also give an indication.
not good for small capacitance though.
