I looked into the holes from the fan side and found that I could just glimpse part of the mode stirrer. Since the fan runs without the EHT present I decided to power the oven and look. The mode stirrer didn't rotate. Then I thought that the top cover might play an important part in ensuring that enough air reaches the stirrer. So I put the cover on, powered up, powered down and removed cover quickly. As far as I could see, the stirrer had not rotated at all.
What next? The stirrer is turning freely when moved by hand but maybe it needs to turn even more easily. Remove the pivot, trying not to break it as it looks a bit fragile, clean it and apply some teflon lube?
