100Ω across the choke will certainly damp it as well as 100Ω across the capacitor (DC isolated by a capacitor as mentioned), but it'll spoil the hum reduction of the LC filter, because the parallel impedance will never exceed 100Ω... Whereas your 5H choke at 100Hz has a reactance of 3000Ω and even more for harmonics!
