I have a couple of 4,700μF 450V electrolytics I use for that, as an engineering, rather than scientific, approach.
They're big, and barely practical - but connecting across the HT rail does make it negligible impedance down to very low frequencies. If the motorboating (or whatever) persists, you know to look elsewhere. Conversely, if it goes, you can use progressively smaller capacitors to see how small you can get away with - and then increase by an appropriate safety margin.
