Does it stop if you load it with a non inductive dummy load resistor?
Is it parasitic oscillation at a very high frequency? It could be going in and out of oscillation, when the screens are pulled down during oscillation it then stops and the cycle repeats. Try ferrite beads on the screens or a few hundred puff cap decouplers.
