Finally, just to prove that it doesn't matter whether you crop before resize, or resize before crop, here are two images of the same Philips 'scope I posted earlier.
I opened the original image from the camera and resized to about 75% of the original size, then took a crop. Saved that as a file called - imaginatively - "Philips - resized then cropped.jpg".
Then I re-opened the original file from the camera and took a crop that closely (if not 100% perfectly) matched the first image. Then I resized the image so the width was about the same as the first image. This is called "Philips - cropped then resized.jpg".
The two files are the same file size, give or take a few kB. In terms of pixel sizes, they are pretty close too - the first is 1192 by 878, and the second is 1200 by 879. Obviously I rounded when resizing the second one, but they are close enough for the purposes of this discussion.
So, it doesn't matter if you crop before resizing, or resize before cropping. It's operator preference
