If you are resizing an image, i.e. reducing the pixel count or resolution you are reducing the potential quality of the image. So in order to get the best possible image of the subject matter it is better to crop the image to just the important area you want to show. Then you can resize the natural resolution of the image by reducing the resolution or pixel count.
Like a couple of others on here I am a fond user of Jasc's "Paint Shop Pro" the version I currently use is PSP 8.
I have been using PSP in various versions since it was a shareware application back in the early 90's, so I am fairly proficient at using it.
