While I'm glad you've found PowerToys again, I'm at a loss to explain your problem with Paint. Naturally I checked it before making the suggestion, and have just done it again. Here's what I did:
File -> Open. Chose a random image that is almost exactly 2MB in size.
Click on Resize on the ribbon (on the default "Home" tab). Up comes a dialogue box that gives me the option to resize according to percentage or pixel size. I typed in 50%.
Then I did File -> Save As, and typed a new file name.
The new file, with the new file name, appears in the same folder as the original and now is 762kB.
You mention cropping, but the crop option - just above Resize - is greyed out until you make a selection.
I know it's moot now, but I really don't like unsolved mysteries. Someone else is bound to ask the question again in future, and not everyone will be willing to install PowerToys - but Paint is likely on most W10 machines by default since they changed their mind about retiring it (and if it's not, it's probable that most people will be happier to install Paint than PowerToys).
Amusingly, there is a JavaScript version of Paint available: https://jspaint.app/ - I just tried it, and it resizes images exactly as you'd expect.
