Avo 2 panel tester - Heater settings

Apologies as sounds like I have confused you. What I'm asking (as its completely gone out of my mind), are Vf and heater values one and the same? I really cant remember whether the heater control setting comes from the relevant Vf value from the data book for the relevant valve to be tested. I want to be assured of this in case I am making a huge error.
Sorry, I must be getting old and my memory is going, albeit I haven't tested any valves for a LONG while.
