Like Trevor, I'm also confused by your question. The pins for the heater/filament pins are determined in the same way as the pins for the anode etc. The voltage comes from the valve data sheet. The only complication is for 1.4V battey valves where, according to the document Trevor linked, not all versions have the right voltage available.
