I found the Ofcom Excel calculator simpler to use than the RSGB one, which is limited to recognised amateur bands. Prior to this, I had worked out from first principles where a power density of 2 watts per square metre would be expected to occur, which rather gratifyingly gave similar results! In our case, the unsafe zones come nowhere near to being accessible on the ground.
I have now prepared a simple 'ICNIRP Statement' to show to Ofcom if they visit at the start of the BHTV transmissions (following their approval). I would have thought this will be sufficient.
