When a pointer was free to swing like that they often had a tiny piece of soft felt on the end to stop it scratching.
If the wrong type of cord is used and it is too stretchy I think this happens more as the cord is stretched.
Nylon mono filament is definitely the wrong type of cord. You never see this type used on any radio from new.
I use waxed whipping twine for dial cords. Just make sure it is not the type that lays flat otherwise you will get riding turns on the drive pulley.
Where the cord goes over that screw is there a proper pulley sheave there.? If not then it does not look right.
