Yes that is along the right lines.
What we are seeing is a 4:3 source but the way the toggle switches are set the Hedghog is been told it is a 16:9 source.
So it is cropping what it told is a 16:9 source down to 5:4 (which is maximum crop) and it is then been displayed on a 4:3 TV.
That's why it looks really wide.
The correct setting would have been 4:3 input 4:3 output in which case no cropping would be done.
The test card will only ever be displayed as 4:3 or 5:4 depending on the setting of the output aspect ratio toggle switch.
The photo below is of various settings of input and output aspect ratios. and show how the the test card gets cropped.
The input to the converter is a 16:9 test card.
From left to right the photos show 4:3=> 4:3, 4:3 => 5:4, 16:9 => 4:3 and 16:9 => 5:4.
