Hi.
C5A is most likely for safety reasons and possibly to reduce hum effects on mains operation. I've seen it somewhere before on mains battery valve portables. The shaft "could" notice could become live if a fault occurred. Seems they want to isolate the band switch totally from any direct path to chassis etc through L3.
