I calculate that the heater ballast should be closer to 1500 Ohms than the specified 1800 Ohms. So certainly 1970 Ohms is too high.
I'll need to find something or put ordinary resistors in series and parallel. Needs about 4W rating, probably 5W. About 80V and approximately 50mA, perhaps a little less of both.
