That can't work at ALL. There is no way for a Mail Exchange or an ISP to know if the "From" or "Reply" to is valid or belongs to the sender. There is no possible registration system that can work. Unfortunately the entire concept of how email was designed from the beginning is hopelessly naive and flawed. It can't be fixed except by using some completely incompatible different system.
