Yes, there is a legitimate reason for Caller ID not to match the actual calling line to do with PABX systems. The phone companies make money and FCC, Ofcom and Comreg particularly believe in light touch. The UK and USA regulators will do nothing. Also some of the calls originate outside of the UK (or appear to be so to your phone company), despite the caller ID. This also is legal
The ability to set a different caller ID is by design and that genie won't go back.
Just listen, and don't say yes or no, but be committal. There is a flaw too where the originating call doesn't drop quick enough if you hang up and dial the bank's number. You'll still be on the same call! They make use of this and even simulate the dial tone! It was to accommodate extensions, so you could hang up an incoming call and lift a phone handset elsewhere.
