It sounds like this is turning into a bit of a slagging off the phone companies. I agree the phone companies are way to slack they could do much more if they tried.
Presentation numbers where false or fake caller ID is given could in my opinion be easily stamped on. All the switching of calls is controlled by computer program. If a company wants to use a different caller ID then it should be registered through their provider.
I believe the problem may be individual organisations can now set themselves up as a public phone company, and that is where the problem probably lies.
Again down to the big players to tidy their act up and investigate the legitimacy of these companies before they provide them with the connectivity to public network.
Internet providers could block emails where the address is spoofed and is not registered to the company sending the email.
As has been said above, taking the easy steps to prevent these frauds would cost loss of revenue to the companies who deliver the con men to our homes, that is why nothing is done.
They should be accused of being complicit with any fraud that they deliver, that way they would soon act and stamp it out.
