Well you can comfortably say its NOT the EZ81 that is the problem. Unless the reading across pins 1 & 7 of the EZ is very high or O/C then you can discount the PSU.
Next is to fit V3 back in (without V1 & 2 in circuit) and tell me if the hum returns, also see if VR1 and VR2 changes the level of the hum.
