You can't ASSUME the live and neutral is correct, so "live" chassis sets are designed assuming the Neutral can be to HT and Live to Chassis. Certainly if there is absolutely an earth and the chassis can be isolated it's better earthed, but there are leakage limits for that and also for uninsulated isolated, exposed and not earthed chassis. Most satellite receiver boxes the chassis is isolated from mains, but not insulated from the user (or LNB cable). They are unsuitable for bathrooms. Also the dish can be earthed (recommended on vans, caravans, wooden sheds, not needed on a normal house wall), but is always isolated from the LNB, so "safer" than TV aerials. Also running connections between houses with isolated but not earthed but exposed to connectors chassis is a problem.
There is difference between selling something newly made, retailing in bulk and a specialist one off sale of a historic item, and few true vintage electrical or mechanical kit is suitable for random people for everyday use.
