So where would you go wrong by earthing the B16T as it already has an insulated mains TX?
I agree that the cap is really superfluous as it stands and I'd actually prefer an X type across the mains TX primary or no cap at all.
In effect though you are carrying out a modification, although I very much doubt if there was a problem a safety whizz kid would not have a clue about a vintage TV.
Adding an earth in this set I'd say can only be a good thing and I see it as a good safety measure. Of course you never know what the aerial system includes, does it feed one set or is there a system that floats or is it earthed, so lets remember that what is plugged into the aerial socket (not isolated in the B16T) is out of our control so we must make the right decisions for safety of the customer.
I also advocate the use of an RCD fed supply for any vintage set including this one.
