I have been meaning to build a cap reformer for years but I will have to do this later. I will have a look with a scope (as you say Andy, a good learning opportunity).
With regard to the grid pins 2 & 7 (assuming that V3 ECC83 is the one that isnt shrouded and sits next to the first EL84) then the value was 1.24M R with the value slowly rising as I was reading the meter). When you say connected to 0V are you indicating to ground?
