Even at DEC, which was intensely engineering-focused, we had some useless managers - the Peter Principle - people promoted to their level of incompetence...
DEC, to their eternal credit, recognised early on that engineers generally like to be hands-on and weren't necessarily the best at soft skills/man-management. They introduced a parallel promotion route for those who wished to remain engineers, rising to senior consulting engineer - the same kudos & pay as a top man-manager, but without the personnel responsibilities.
