I've got a (monochrome) CRT with a small black mark inside the glass. Just one small mark, alas near the centre, not a whole load of marks. It was due to a less than perfect CRT rebuild. Since the rebuild had been done as a favour I wasn't going to complain. In case anyone's wondering, this was in the mid 1980s when tube rebuilding was still available commercially.
As an alternative to Cif you could try Brasso or T-Cut.
