RDS decoding works on a quite basic PIC, from the 1170 bps data. I have the source code.
We did one with a two line LCD text display. We also did a SMD stereo decoder on a DIL header so it could go on veroboard. The simple Philips one. We used the old Philips 57KHz to 1170 bps RDS decoder with the crystal that is a similar frequency to PAL. They both are available cheaply.
There is an East European company that sells a pre-programmed PIC with RDS encoding very cheap. Very few parts are needed to built it on veroboard. We added a plug-in to Winamp to output the tags to serial port. The PIC uses a simple resistor DAC to output the 57kHz.
The PIC vero board RDS out was coupled via a resistor and cap to the varicap on a €6 FM "itrip" type CE gadget. The standalone RDS decoder worked on a €2 FM autoscan radio and the rear connector on an Yaesu FT817ND (with de-emphasis bypassed on that socket).
The car radio, car parked in the street, also picked up the stereo and RDS with the MP3 tags.
It's about £2000 more expensive to do the same with DAB.
